The Aleksander Kwaśniewski Amicus Europae Foundation, the Gabriel Narutowicz Institute of Political Thought, and the Faculty of Political Science and International Studies of the University of Warsaw cordially invite you to participate in the debate “Foreign and European Policy – Cooperation vs. Competition”, which will take place on 13 April 2025 (Monday) at the Old Library of the University of Warsaw, 26/28 Krakowskie Przedmieście Street in Warsaw.
The aim of the debate will be to analyze the relationship between the Council of Ministers and the President of the Republic of Poland in shaping foreign and European policy. We will discuss the constitutional competences of both centers of executive power, points of contact, and potential conflict-generating situations. Participants will also reflect on mechanisms enabling the development of a coherent and long-term foreign policy based on cooperation rather than competition. We are also open to proposals for amendments to the constitution, which, in the opinion of the discussants, may contribute to improving the quality of cooperation between the main centers of power in the future.
