The Constitution of the Republic of Poland—the Foundation of the Political System, the Potential for Change

Conference The Constitution of the Republic of Poland—the foundation of the political system, the potential for change is already behind us. The event was organized on December 15, 2025, at the University of Warsaw by the Faculty of Political Science and International Studies, the Aleksander Kwaśniewski Amicus Europae Foundation, and the Gabriel Narutowicz Institute of Political Thought.

The debate was opened by Dr. Ireneusz Bil, president of the Amicus Europae, Prof. Alojzy Z. Nowak, Ph.D., Rector of the University of Warsaw, Katarzyna Kołodziejczyk, Ph.D., Professor at the University of Warsaw and Dean of the Faculty of Political Science and International Relations, and Roland Zarzycki, Ph.D., Deputy Director of the Gabriel Narutowicz Institute of Political Thought.

The following speakers appeared in the first part of the event: Aleksander Kwaśniewski, former President of Poland and Chair of the Constitutional Committee of the National Assembly, Dr. Mirosław Wyrzykowski, professor at the University of Warsaw, former justice of the Constitutional Tribunal, and Prof. Ewa Łętowska, Ph.D. , former Ombudsman and judge of the Constitutional Tribunal. The speakers discussed the origins of the Polish Constitution, its axiological foundations, and its significance for the protection of civil rights and freedoms. Reflections on the future of Polish constitutionalism were also presented by Włodzimierz Czarzasty, Speaker of the Sejm of the Republic of Poland.

The second part of the conference took the form of an open discussion featuring Magdalena Biejat, Deputy Speaker of the Senate of the Republic of Poland, Waldemar Pawlak, former Prime Minister, and Ryszard Kalisz, former Minister of Internal Affairs, Prof. Jerzy Jaskiernia, Ph.D., former Minister of Justice, and Dr. Tomasz Słomka, professor at the University of Warsaw.

The debate underscored the importance of cooperation between the academic community and public institutions and civil society organizations in fostering an informed and responsible debate on the fundamental principles of the state’s political system.
