Prof. Jolanta Itrich-Drabarek, Ph.D. – a graduate of the Institute of Political Science at the University of Warsaw (1986). Doctor of Humanities (1990). Habilitation in the field of social sciences; professor (2018); political scientist. Since 2019,member of the first term of the Council for Scientific Excellence. From 2020 to 2022, associate dean for development. Since 2019, Director of the Department of State and Public Administration. From 2016 to 2019, Director of the Center for Research on Local Government and Development at the University of Warsaw. Member of the Civil Service Council from 2012 to 2016. Member of the Scientific Council of the “Yearbook of Public Administration” at the Pedagogical University of Kraków (since 2015). Member of the European Consortium for Political Research since 2014 and of the Polish Political Science Association. Reviewer for the journals “Society and Politics” and “Public Management.” From 2010 to 2017, he served as project coordinator for the development and monitoring of e-learning training materials for the civil service, pursuant to an agreement between the Marshal’s Office of the Mazovia Province and the University of Warsaw. Principal investigator of the research project “Implementation of European Civil Service Standards, Procedures, and Values in Central and Eastern European Countries,” a research project funded by the National Science Center in Kraków, decision no. 6924/B/H03/2011/40 of the Minister of Science and Higher Education dated on the 7th November 2011, project duration: November 7, 2011 – September 30, 2012. Research Project Manager, participation in the research project “Implementation of Civil Service Standards, Procedures, and Values in Local Government Units in Poland,” commissioned by the Małopolska School of Public Administration and the University of Economics in Kraków; project: “Systemic Support for Management Processes in Local Government Units” (local government units) with support from the European Social Fund; implementation period: February 1, 2015 – June 30, 2015. He has worked in public administration, including as an advisor to the Prime Minister, deputy director of the Office of Social Affairs at the President’s Chancellery, and chief of staff to the Minister of Agriculture and Rural Development. He is the author of numerous scholarly publications on the status of civil servants in Poland and Europe, civil service systems in the EU and worldwide, the role of public administration in a democratic state, and ethics in public service.
