Dr. Marta Balcerek-Kosiarz – Ph.D. in Political Science (2015), researcher and lecturer at the Faculty of Political Science and International Relations, University of Warsaw. Principal investigator of the National Science Center (NCN) research project titled “The Role of Local Government in Enhancing Regional Competitiveness in Poland and the Federal Republic of Germany” (2013–2018). Member of the Polish Political Science Association and the International Political Science Association. Principal investigator and participant in national and international research projects funded by the German Research Foundation (DFG), the National Science Center (NCN), and the POWER program. Author of expert reports and opinions for the government and local government administration. Director of educational projects. Former assistant professor at the Zygmunt Wojciechowski Institute of Western Affairs. Former assistant professor at Adam Mickiewicz University, in the Department of Political Science and Journalism, at the Chair of Research on Local Authorities and Self-Government. Research fellowships at numerous universities in Germany: in Berlin, Halle, and Munich. Recipient of a scholarship from the Minister of Science and Higher Education for outstanding young researchers (2019–2022) for conducting innovative research and engaging in international academic activities. Recipient of the City of Poznań scholarship for young researchers (2014–2015); recipient of a scholarship from the Kulczyk Family Foundation for outstanding scientific and organizational work (2013–2014); recipient of a scholarship from the Minister of Science and Higher Education (2012–2013 and 2008–2010). Winner of the “Primus Inter Pares” competition (2008).

Local government and economic systems (chambers of commerce, chambers of crafts, and chambers of agriculture); local and regional development and public administration in Poland and Germany; municipal economy, public-private partnerships in entrepreneurship and business innovation, cross-sectoral cooperation, and management control in public administration.
