Sebastian Kozłowski, Ph.D. – Since 2004, a research fellow at the University of Warsaw (Department of Political Science and International Relations). He has been associated with the Faculty since 1994, first as a student and then as a doctoral candidate. Since 1998, he has focused on the sociology of politics and the functioning of local government, the analysis of organizational pathologies, and issues related to Poland’s systemic transformation. He is an expert in the field of local government (having participated in numerous conferences attended by scholars and local government practitioners). In 2016, he earned a postdoctoral degree in social sciences in the field of political science for his scholarly achievement titled: “Strengthening Local Self-Government During the Period of Systemic Transformation in Poland.” Since 1998, he has been involved in local government activities, particularly in the right-bank district of Warsaw. From 1998 to 2010, he served as a council member for three terms. He was a member of the executive board (deputy mayor) of the Warsaw-Targówek municipality, responsible primarily for housing investments. He also dealt with issues related to housing and commerce, as well as environmental protection. From 2004 to 2005, he served as an advisor and then as head of the political office of the Minister of Health. For one year, he also served as editor-in-chief of the nationwide local government magazine *Przegląd Samorządowy. Monitor Zamówień Publicznych*. He has experience in public administration—he worked at the City of Warsaw Office (as head of the Human Resources Department for the Praga-Północ district). He coordinated matters related to management control and risk management. He was also responsible for introducing and implementing the first participatory budget in the Praga-Północ district. From 2018 to 2019, he served as deputy mayor of the municipality of Karczew. Since 2015, he has been on the list of experts authorized to participate in the selection of projects submitted under the Regional Operational Program for the Mazovia Province for 2014–2020. He is also an expert at the National Center for Research and Development under the “Smart Growth” Operational Program. In 2017, commissioned by the City of Warsaw’s Center for Social Communication, he prepared an assessment of the Program for the Development of Dialogue and Social Communication in the Capital City of Warsaw.
