Dr. Tomasz Łukaszuk – Ph.D. in Political Science and Public Administration (2024); since 2017 Researcher and lecturer at the Faculty of Political Science and International Relations, University of Warsaw; previously a member of the Foreign Service of the Republic of Poland with the rank of titular ambassador, including posts as ambassador to the Republic of India, Afghanistan, Bangladesh, Bhutan, the Maldives, Nepal, and Sri Lanka (2014–2017); Director of the Infrastructure Bureau at the Ministry of Foreign Affairs (2012–2014); Director of the Department of Asia and the Pacific (2010–2012), Ambassador to the Republic of Indonesia and East Timor (2005–2010), Deputy Director of the Department of Asia and the Pacific at the Ministry of Foreign Affairs (2002–2005), and Deputy Chief of Mission at the Embassy in Jakarta (1998–2002).
He has been a member of the International Studies Association (ISA) since 2017 and has participated in research projects funded by European Commission grants: “Global India” (2017–2021) and “Eurasian Insights: Strengthening Indo-Pacific Studies in Europe” (2018–2022). He has presented papers and lectures at conferences and seminars, including the ISA congresses (2019, 2023, 2024) and PTSM congresses (2018, 2022, 2023), at universities in Heidelberg, Oxford, Leuven, New Delhi (JNU), Mumbai (MU), Benares (BHU), Pondicherry (PU), Dhaka (DU), and Jakarta (Binusa, Universitas Indonesia).
He specializes in research on maritime management, particularly in the areas of maritime safety, the law of the sea, the maritime economy, and environmental protection. He actively supports the development of cooperation with universities in Asia. He is involved in organizing numerous conferences on Polish foreign policy and international relations in the Asia-Pacific region, including those held during Poland’s presidency of the Council of the European Union. He serves as the academic advisor to the Pacific States Student Club at the Department of Political Science and International Relations. He supports the activities of the Student Forum of Young Diplomats.
Research Interests
Marine area management, integration processes in South and Southeast Asia, and cooperation among countries in the Indian Ocean region.
